When people explore /resource to get materials, they may come across an area ripe for harvesting, like a Flower Field for getting dyes, an Ocean Monument for prismarine or a Lush Cavern for axolotls. In most cases, the player would not be able to harvest the entire resource themselves, or they would like to share this place with the public so that other players can access the resource later on.
If they choose to, the player can opt to establish a landmark warp by contacting a staff member (or by submitting a written book to a designated hopper with descriptions, coordinates etc). The warps will be available from the /resource spawn as a hub of one-way pressure plate teleports, and each tp will lead to a bedrock platform overlooking the nominated area of interest.
By having these landmark warps, players can save time exploring the /resource world and can thoroughly harvest all of its resources, instead of randomly teleporting to already-depleted areas and constantly asking for unnecessary resets. When /resource does get reset, all teleports would be removed so that new ones can be established.
This may also encourage players to actively explore /resource for viable places to set up a landmark warp, maybe as part of their explorer job, or if they like to share the adventure of discovering new places that the main world cannot offer.
